I got a Iphone 4 recently.
I found it pretty easy to import the configuration files/cert. etc and made it work.

1) Install OpenVPN client and set up at Windows first.

2) Test and ensure the configuration (at Windows) is working properly.

3) Download and install iPhone OpenVPN to iPhone from apps store.

4) Simply use Itune to add all the files (configuration files, certificates, key etc) from the folder c:\program files\openvpn\config\ to iPhone at Iphone/Apps page/File Sharing.

4) Finish and test.
