如果你的ATA，或者其他devices可以拨打SIP URI的话，那么你可以利用俄罗斯的SIP to Skype Gateway就可以跟对方联系

如果IVR server，再加speed dial to SIP URI，那么你可以用2G手机拨打IVR server，然后再用speed dial拨打SKype用户。
