About the action
The Wikipedia community has blacked out the English version of Wikipedia for 24 hours on January 18th to raise awareness about legislation being proposed by the U.S. Congress — the Stop Online Piracy Act (SOPA) in the U.S. House of Representatives, and the PROTECT IP Act (PIPA) in the U.S. Senate -- and to encourage readers to speak out against it.

This legislation, if passed, will harm the free and open Internet.

The blackout will last 24 hours -- from midnight to midnight EST (05:00 UTC Wed to 05:00 UTC Thu).

This decision was made by Wikipedia’s global community of editors -- the people who built Wikipedia. The Wikimedia Foundation, the non-profit organization that operates Wikipedia, also opposes SOPA and PIPA, and supports the editors' blackout.

SOPA and PIPA are real threats to the free and open Internet. Although recent media reports have suggested that the bills are losing support, they are not dead. On January 17th, SOPA's sponsor said the bill will be discussed and pushed forward in early February. PIPA could be debated in the U.S. Senate as soon as next week. There is a need to send a strong message that bills like SOPA and PIPA must not move forward: they will cause too much damage.

Although the bills have been amended since their introduction, they are still deeply problematic. Among other serious problems in the current draft of the bills, the requirement exists for US-based sites to actively police links to purported infringing sites.

These kinds of self-policing activities are non-sustainable for large, global sites - including ones like Wikipedia.

The legislative language is ambiguous and overly broad, even though it touches on protected speech. Congress says it's trying to protect the rights of copyright owners, but the "cure" that SOPA and PIPA represent is worse than the disease.

Why is this happening?
The English Wikipedia community is opposed to SOPA/PIPA. In an unprecedented decision, the Wikipedia community has chosen to blackout the English version of Wikipedia for 24 hours, in protest against proposed legislation in the United States — the Stop Online Piracy Act (SOPA) in the U.S. House of Representatives and PROTECT IP Act (PIPA) in the U.S. Senate. If passed, this legislation will harm the free and open Internet and inhibit people's access to information online.

Why? SOPA and PIPA put the burden on website owners to police user-contributed material and call for the unnecessary blocking of entire sites.

Small sites won't have sufficient resources to defend themselves. Big media companies may seek to cut off funding sources for their foreign competitors, even if copyright isn't being infringed.

Foreign sites will be blacklisted, which means they won't show up in major search engines.

Homeinns 常常使用的美國下載網站 MegaUpload 在很久以前已經開始歧視 Non-USA IP 的網友。

可幸的是 Homeinns 的美國電腦盲好友捐獻出他美國老家的寬帶，我就捐獻出一台侏羅紀恐龍年代的舊石器 DD-WRT Wireless G Router， 就有一台專貴的 USA IP 去透過 VPN 去瞞騙 MegaUpload去 Download 大量的香港電視劇， 已經有超過 2年多的時間啦，現在已經不行啦。 估計不到，美國的 Obama 也向我們的胡爺爺學習，進行網絡封鎖，進行富有美國特色的 “河蟹”。

於 香 港 註 冊 的 檔 案 共 享 網 站 Megaupload 涉 嫌 網 上 侵 權 被 關 閉 後 ， 事 件 引 起 連 鎖 效 應 ， 很 多 同 類 網 站 為 求 自 保 ， 都 修 訂 這 類 服 務 ， 甚 至 關 閉 網 站 。
Megaupload 事 件 引 發 連 鎖 效 應 ， 同 樣 於 香 港 註 冊 的 FileSonic ， 星 期 一 突 然 中 止 共 享 檔 案 功 能 ， 會 員 只 可 以 下 載 自 己 儲 存 的 檔 案 ， 不 可 傳 給 其 它 人 。 這 個 決 定 令 部 分 會 員 不 滿 ， 他 們 要 求 退 款 。

部 份 同 類 網 站 亦 採 取 措 施 自 保 ， 例 如 不 准 部 份 地 區 的 網 民 登 入 ， 有 網 站 中 止 共 享 檔 案 功 能 ， 或 者 刪 除 貯 儲 檔 案 。 有 幾 個 網 站 則 取 消 以 下 載 次 數 作 標 準 ， 向 用 戶 分 發 獎 金 的 回 贈 計 劃 ， 以 及 刪 除 帳 戶 檔 案 。 英 國 有 律 師 認 為 ， 他 們 想 試 圖 表 現 出 尊 重 版 權 ， 避 免 共 享 功 能 令 他 們 惹 上 刑 事 責 任 。

配 合 美 國 司 法 部 和 聯 邦 調 查 局 的 行 動 ， 新 西 蘭 警 方 上 星 期 拘 捕 Megaupload 創 辦 人 施 米 茨 和 三 名 員 工 。 曾 經 為 美 國 前 總 統 克 林 頓 就 性 騷 擾 案 答 辯 的 貝 內 特 ， 他 本 來 是 施 米 茨 的 代 表 律 師 ， 不 過 由 於 跟 其 他 客 戶 有 抵 觸 ， 律 師 行 要 他 放 棄 為 施 米 茨 打 官 司 。
